You are members of the governing council of a new country that has just been established on the uninhabited planet Nebula in the year 2113. The planet has a temperate climate, a tremendous amount of raw materials, and enough land for agriculture. Your problem is to write a short constitution and a bill of rights that establish the principles by which you and your 5000 settlers from earth will be governed.
Consider
1. The 5000 settlers make a very heterogeneous group; many different races, nationalities, and philosophies are represented.
2. The settlers have left earth because of overpopulated conditions on their home planet.
3. Be specific with your wording of the documents so that there is no ambiguity.
