SUBJECT: $500,000 Surplus
The State of California has an extra $500,000 this year. I am going to use this money to help the citizens of our state. As you know, the state government reduced taxes last year. Many state programs stopped and others became smaller. For this and other reasons, my office received many requests for money.
Study the following requests. Make your suggestions. Remember, I want to return all $500,000 to the people.

1. Winters, California (population (pop.) 23,000) Senior Citizens’ Center
Amount wanted: $87,000
Reason: The Winters Senior Citizens’ Center is very old, and it is in bad condition. We need to build a new one. There are over 5000 senior citizens in Winters.

2. Davis, California (pop. 45,000) City Council
Amount wanted: $75,000
Reason: Our city always thinks about energy conservation. We want to build a new solar-heated swimming pool ($45,000) and a new train system ($30,000). The city will save $40,000 a year with these improvements.

3. State of California Legislature (120 members)

Reason: We need a raise. Our salary of $40,000 a year is not enough to live on. We need a raise of $1250 a year because of inflation.

4. Los Angeles, California (pop. 3,500,000) Public Works Department

Reason: Many people in the ghettoes of Los Angeles don’t have jobs (35%). Most teenagers do not have jobs, and so robbery is increasing. We will use the money to give jobs to teenagers.

5. Carmel-by-the-Sea, California (pop. 45,000) Beachfront Commission
Amount wanted: $75,000
Reason: In January, a big oil ship sank near our beautiful beach (the most beautiful in California). One hundred thousand gallons of oil filled the ocean and covered the beach. Thousands of birds and fish died. We need the money to clean up the mess.

6. San Luis Obispo, California (pop. 85,000) Police Department

Reason: Crime is growing in our city. In 1986, five people were murdered; in 1988, 26 citizens were murdered. We need the money to hire two new policemen ($60,000) and to buy one new police car ($15,000).

7. San Francisco, California (pop. 750,000) Health Department

Reason: San Francisco has the largest population of AIDS patients in the United States. Between 1987 and 1989, over 3000 San Franciscans died because of AIDS. We need the money to help stop the epidemic.
