8:00 a.m., Wednesday, May 1. The president of the United States received the following telegram:
"We are the People’s Liberation Army (PLA). At 3:00 a.m. this morning, we entered the Statue of Liberty in New York City. We have a nuclear bomb with us. The bomb will explode at 12:00 p.m. (noon) today, May 1. We will not explode the bomb if:
(1) You release all 126 members of the PLA in U.S. prisons, and
(2) You deliver $5,000,000,000 to us by noon.
We will call the White House at 11:00 a.m. this morning to find out your answer. Remember, 15,000,000 New Yorkers will die if you say no!"
The People’s Liberation Army has a long history of terrorist attacks. Last year, they hijacked a plane, and wanted $1 million. The president refused to give them the money. The PLA blew up the plane (245 passengers and ten PLA members died). The FBI says that terrorists are in the Statue.
You are the National Security Council; the president wants you to make the decision. The president’s policy is: "The United States will never give blackmail to terrorists."
